Welcome

Welcome to the Community Information Session about the Gladesville Campus Master Plan.
Established in 1837 as a hospital for the mentally ill, this site housed the first psychiatric hospital in Australia. 
It is important that the Gladesville Campus site is carefully managed and looked after for long term sustainability.  Ministry of Health has initiated a Master Planning process which will guide the future uses of this unique location.  
In recent years, there have been calls for more community services and commercial development opportunities on the site. The Master Plan will embrace principles that ensure future development is consistent and complementary to the area as a whole and provides a platform that delivers a sustainable future for the site.

What is a Master Plan?

A Master Plan is a design document which:

  • Provides a coordinated approach to future development;
  • Contains drawings and text to describe the built form, open space and street systems within a particular site and/or precinct; and
  • Guides landowners, government and the community on how and where development should occur and what type of development.

How does the Master Plan process work?

  • The Gladesville Campus Master Plan will guide how the Gladesville Campus can best be used in the future, considering heritage, setting, existing uses, future uses and sustainability. 
  • The Gladesville Campus Master Plan will be a long term vision for the site and will take many years to implement.
  • The Gladesville Campus Master Plan is prepared by a team of architects, planners, urban designers, traffic engineers, landscape architects and feasibility who investigate the opportunities and constraints of the site and consult with the community during its development.

Project Process

Initial Consultation

  • Review of background material including the Conservation Management Plan
  • Analyse the physical characteristics of the site and its context 
  • Study the social and historical development  of the site
  • Consult community and stakeholders in Workshop 1

Options

  • Set out the Objectives and Principles for the site
  • Determine the Opportunities and Constraints
  • Develop a series of options which meet the objectives and are informed by the Principles

Consultation on options  - (WE ARE HERE)

  • Bring the Options back to Workshop 2
  • Consult community and stakeholders 
  • Review options in light of consultation
  • Agree preferred master plan option

Draft Master Plan

  • Refine preferred option and finalise draft Master Plan
  • Project team delivers draft master plan to Ministry of Health
  • The Draft Master Plan provides  a clear description of the opportunities for government 

Next Steps

  • Ministry of Health take the Master Plan to the NSW Government

Community Consultation

Ministry of Health recognises the importance of this site to the local community. Its combination of open green space, harbour vistas and heritage buildings has made it a site of both local and State significance
 
Ministry of Health has welcomed the input of local community, health workers and other stakeholders to help guide the future of the Gladesville Campus.

In September, more than 130 community members, on-site workers and State Government agency representatives came together to begin discussions about the Gladesville Campus Master Plan at three workshops.

Feedback has also been received via the project email, freecall community information line and via the website.

The project team has carefully considered the feedback of all stakeholders and has developed design options in light of the opportunities.

Site Principles

The site principles have been tested with the community and stakeholders and updated to reflect the feedback received. They have guided the project team during the master planning process to consider:

  • Public access is available throughout the site, to enable everybody to enjoy the area and understand its history
  • Access to the harbour and regional parklands  is maintained
  • Heritage buildings, their related spaces and the landscaped setting are conserved and enhanced
  • The level of change to existing buildings respects, and is related to, their heritage significance
  • Links to northern side of the Gladesville peninsula and former hospital grounds are strengthened
  • The cemetery is conserved and its value is enhanced as an important part of the site
  • The solutions reveal the layers of the site and reflect its history
  • The site achieve long term sustainability
  • The Master Plan encourages a diversity of uses and activities on the site.

Responses to community feedback

Community Feedback Design Response
  • Ensuring a unified, holistic approach to the site – whether that manifests as a single owner, purpose, umbrella user group or careful site management.
The Draft Master Plan is designed to ensure the grouping of buildings maintains the site as:
  • a whole; or
  • with some buildings which could be in different ownership along Punt Road and on the Crown Street precinct
  • A high quality outcome which considers existing neighbours and tenants.
The Draft Master Plan is designed to:
  • enable existing tenants to be accommodated; and
  • respect adjacent dwellings
  • Preservation of and respect for heritage – built forms, landscape, flora, site layout, vistas.
The Draft Master Plan carefully interleaves appropriate built form with the site strengthening clusters of buildings and beefing open spaces.
  • Maintaining public access over the whole site; in particular the connection with the river and regional park components of the site.
The Draft Master Plan maintains public access over the site and to the water
  • Sourcing appropriate funding to achieve the above. 
The Draft Master Plan opportunities will be presented to the government.
