Capacity building framework
This
publication introduces practitioners to some of the language of capacity
building and to the principles that underpin practice. It provides a framework
for action and examples of activities that might help in building capacity.
It is primarily a practical tool to assist in building capacity through
the development of health promotion programs.

The document is a revised edition of an earlier document, Capacity Building
Framework (NSW Health:1997) and was developed in consultation with health
promotion practitioners in the field. This document draws on other capacity
building work funded, or partly funded, by NSW Health. This includes:
- The Capacity Building Process and Outcomes Indicator Project which
was conducted by Sydney University. The report of this research Indicators
to assist with building capacity to promote health presents the research
findings and contains nine capacity building indicator checklists to
inform and monitor capacity building practice
- The NSW Health Promoting Hospital Project which gathered a significant
amount of information about health promoting health services and identified
a range of issues for health service managers, and
- Work located in the Northern Rivers Health Service Area and conducted
by the University of Queensland which resulted in the development of
an audit tool to monitor capacity building in community based projects.
