NSW has temporarily imposed border restrictions with Victoria.

Under the Public Health (COVID-19 Border Control) Order (No 2) 2020​, anyone who has been in Victoria in the past 14 days must not enter NSW unless they:

All requests for exemptions to the Public Health (COVID-19 Border Control) Order are reviewed by a NSW Health Authorised Medical Officer and/or a panel of Authorised Medical Officers. Exemptions are granted only in exceptional circumstances where there is evidence to support the request.


Exemptions to the Public Health (COVID-19 Border Control) Order can be considered whe

  • there are compelling reasons for permit holders to request that a permit condition be altered, or
  • there are extenuating circumstances where travel is required and there is no relevant permit available.

Exemptions are rare and are only considered after a thorough public health risk assessment is completed to ensure NSW communities are protected from the risk of COVID-19.

Note: if your request relates to entering NSW on compassionate grounds i.e. to be with a family member in the last days of their life, or to attend a funeral, you will need to apply for a compassionate permit.

To assess your application, we need to receive the following information and supporting documents. Incomplete applications cannot be assessed.​

For applications that include a request to travel by road

  • Clear information about why you cannot fly to Sydney, including evidence e.g. document from your treating doctor outlining a health issue; letter from your employer indicating the reason for road travel
  • Detailed safe travel plan, including:
    • Route
    • Travel plan to minimise interactions within NSW: depart fully fuelled and with provisions on-board; maintain physical distance and frequent hand hygiene when leaving vehicle
  • Overnight accommodation plan (if required)
    • Address of self-contained residence
    • Self-isolation plan
    • Evidence that the host accepts guests from Victoria

For applications that include a request for exemption from hotel quarantine

  • Detailed self-isolation plan including:
    • Address of self-contained residence
    • Residence only contains people who are self-isolating together
    • Plan for contactless delivery of food and essentials for 14 days
    • Will not leave residence for work/shopping/appointments etc. 
    • No visitors accepted

For applications that relate to critical service permits

  • In addition to the above, we need evidence that you have been approved for a critical service permit e.g. the approval code issued by Service NSW or a copy of your critical service permit

Note: Requests for exemption are prioritised and assessed according to urgency.  Please apply 7-14 days ahead of proposed travel.
