Health System Advisory Council membership expression of interest

​​Strong clinician engagement is foundational to achieving safe, high-quality, and patient-centred care.

The NSW Health System Advisory Council (HSAC) functions under the authority of the Secretary, NSW Health. HSAC is a multidisciplinary group that reflects the breadth and diversity of healthcare clinicians across NSW together with the Ministry Executive Management (MEM) group and health system executives. 

Function 

The HSAC provides independent and impartial strategic clinical advice on key health system priorities and participate in activities supporting those priorities. This includes involving the clinical workforce in informing specific components of work. 

Appointed members will need to consult broadly with their colleagues and connections in order to be able to provide advice that reflects the views of the health system, rather than their individual view.

Clinical advice provided by the HSAC to the Secretary, NSW Health will inform the operational arms of NSW Health and is designed to guide the planning, preparation and execution of measures related to the delivery of health care. The HSAC may also act as a communication and escalation pathway for clinician members to raise system challenges to Executive members.  

Appointed members of the HSAC will provide valuable links to district and network clinical councils and the clinical engagement structures that are present in the Ministry of Health, Pillar agencies, Statewide- and Shared Services.

Membership

Clinicians who nominate for the HSAC will be principally engaged as a service provider in NSW and active in local clinical councils and across various of the clinical representative structures at local or state level. Nominations for appointed membership of the HSAC are accepted from clinicians working and practicing in NSW. 

To be eligible for selection, clinicians will be considered against the following criteria: 

• Minimum current clinical practice 0.6FTE – working with infants, children, youths or adults in either acute inpatient, emergency, outpatient, community or aged care facility settings. 
• Employed with a district or network in either salary or visiting capacity. 
• Demonstrated current engagement with NSW Health system structures and functions e.g. membership of district or network clinical council (i.e. the clinician has a constituency). 
• Current or recent participation in governance of health facilities, districts or systems; or membership of clinical committees, networks or other bodies. 
  
• Active within a network of clinicians across NSW. 
• Demonstrated understanding of the complexity of the NSW health system. 
• Endorsement of their Chief Executive.​
  

Time commitment for appointed members

Appointed members of the HSAC are expected to commit time to support the below participation, noting that the time required may vary according to Council priorities, meeting schedules and requests for advice. 

Council activities will likely comprise of:

• ​One 90-minute online meeting or one three-hour in-person meeting each month, alternating monthly
• Attendance at a local Clinical Council or, where invited, other system-level committees requiring HSAC representation, in their capacity as an HSAC member
• Research, preparation and responses to requests for advice, including canvassing the opinions and expertise of colleagues.

How do I nominate for membership of the HSAC?

Interested clinicians are asked to submit a:

1. Cover letter addressing the membership criteria
2. Recent resume
3. Letter of endorsement from their Chief Executive 

Nominations should be sent to MOH-AdvisoryCouncil@health.nsw.gov.au by Monday, 21 September 2026​.  

A Nominations Committee will review applications, interview suitable candidates and recommend members to the Secretary, NSW Health.  

Members will be considered for 3‑year appointments. Clinicians not appointed in this round may be considered for future appointment should vacancies arise.​
